New Hengqin liaison office to boost communication between medical research groups

The Guangdong Food and Drug Administration has launched a liaison office in Hengqin’s Traditional Chinese Medicine Science and Technology Industrial Park of Co-operation between Guangdong and Macao (GMTCM Park), aiming to provide policy support and guidance for the R&D projects of the park’s enterprises. A Research Centre of Traditional Chinese Medicine Technology and Policy was established on the same day.

According to the organizer, the liaison office will bring together the Guangdong Food and Drug Administration, the GMTCM Park and its enterprises, serving as a communication platform for medical regulatory authorities, industry experts and enterprises in the GMTCM Park and providing medical policy advice and technical guidance to the enterprises during the stages of registration, application and assessment.

Meanwhile, the Research Centre – as a communication platform linking government institutions and enterprises – will arrange regular industry experts, enterprise representatives and government representatives to explore issues related to TCM policy, technology and industry development.

According to President of the Guangdong-Macao Traditional Chinese Medicine Technology Industrial Park Development Co Ltd, Lu Hong, the Park has pushed forward a series of preparations for the technology-based Public Service Platform and the business-based Platform for International Communication and Cooperation. In particular, the Public Service Platform for Good Manufacturing Practice (GMP) pilot scale production that meets the GMP certification standards of both mainland China and the EU, and for R&D and testing, has been completed.

As the first project launched under the “Framework Agreement on Cooperation Between Guangdong and Macao”, GMTCM Park bears the mission of promoting Macau’s economic diversification and the development of the TCM industry, according to the director of Guangdong Food and Drug Administration, Luo Wenzhi.

The Park is the first approved construction project to come from the signing of the “Framework Agreement on Cooperation between Guangdong and Macao” in March 2011 in Beijing. The shareholders of Guangdong-Macau Traditional Chinese Medicine Technology Industrial Park Development Co., Ltd are Macau Investment and Development Limited and Zhuhai Da Hengqin Investment Co., Ltd.

橫琴打造國際級中醫藥品質控制基地

由粵澳合作中醫藥科技產業園主辦的「廣東省食品藥品監督管理局駐粵澳合作中醫藥科技產業園聯絡辦公室和中醫藥技術與政策研究中心揭牌儀式」於25日在粵澳合作中醫藥科技產業園科研總部辦公大樓舉行。主辦單位期望藉著聯絡辦公室的成立,為藥監部門、行業專家和入園企業搭建起溝通的平台,更好地為入園企業在註冊申報和審評認證過程中給予技術指導和政策諮詢。

據主辦方介紹,廣東省食品藥品監督管理局駐產業園聯絡辦公室和中醫藥技術與政策研究中心,是根據廣東省食藥監局與產業園簽署的《關於加快推進粵澳合作中醫藥科技產業園建設發展合作備忘錄》精神設立。

聯絡辦公室將承擔聯繫廣東省食藥監局、產業園及企業的職能,作為藥監部門、行業專家和入園企業溝通的平台,為產業園公共服務平台及入園企業在註冊申報與審評過程中提供政策諮詢與技術指導。而研究中心將作為連接政府機構和企業的溝通平台,定期組織行業專家、企業代表與政府職能部門代表探討和交流中醫藥在政策、技術、產業發展等方面的問題,為企業在項目研發、註冊申報等過程中的政策、關鍵技術等方面提供諮詢和指導。

粵澳中醫藥科技產業園開發有限公司董事長呂紅致辭時表示,產業園重點在以技術為主的公共服務平台和以業務為主的國際交流合作平台搭建方面開展了一系列工作,已經完成了按照中國內地及歐盟GMP認證標準建設的GMP中試生產、研發檢測等公共服務平台,同時引進了國內外權威專家顧問、創新科研團隊以及政府職能部門的服務機構等,協助搭建科研服務體系,以此著力打造科技創新的氛圍。通過公共服務平台的搭建,將為幫助包括粵港澳大灣區在內的園區企業走向歐盟等主流國家市場,為港澳企業、國際企業的產品走向內地市場提供產品升級、創新研發、委託生產等一體化的硬體配套設施和技術支撐。

儀式上,廣東省食品藥品監督管理局局長駱文智局長於發言中指出,產業園作為《粵澳合作框架協定》下的首個落地項目,被賦予推動澳門經濟適度多元發展和中醫藥產業發展的光榮使命。

此外,揭牌儀式後,產業園舉行了第一屆中醫藥技術與政策研討會,邀請了來自粵澳兩地政府、審評專家,企業代表,共同圍繞中醫藥行業發展、產業政策、註冊申報與審評審批等熱點話題展開研討,為粵澳地區從事中醫藥、保健食品等行業的企業、學術機構、研發機構提供中醫藥政策和技術學習交流的機會,拓展醫藥資訊資源和發展機遇,共促醫藥產業聚集發展。
